We, with support from the Ministry of Foreign Affairs, will execute the developmental cooperation project "Supporting Democratic Developments in Ukraine's Administrative Organization." The project will facilitate sharing the experiences in democratic management of Estonian schools in Ukraine. The experiences of Estonian schools in formulating their development plans will be introduced with the example of Saue Gymnasium. The participating Ukrainian schools are Kozelets Gymnasium no. 1 and Kyiv School no. 32. The project will last until the end of 2008.

Ministry of Environment and Ministry of Education and Research have initiated the compiling of the development plan of environmental education. The workgroup consists of 24 members and it is led by Sirje Aher from NPO HARED. The development plan will be publicized in September 2008.

The project "Environmental Theater on the shores of the Finnish Bay" was drawn to a close between the 23rd and 25th of April with a celebration in Hotel Strand, in Pärnu. Over 150 pupils and teachers from Estonian and Finnish schools participated in the event. Information about the environmentally themed films will soon be available on our home page.

HARED, in cooperation with the Natural Science Museum of Tartu, conducted a survey of the prevailing attitudes towards active learning (learning outside etc) among school teachers in south-east Estonia. The project "Rural learning" was financed by Interreg IIIA. The survey also inquired about the capacity of environmental education centres to provide learning programmes in accordance with national curricula rules. Results will be available at the end of March.

The first module of the project "Introduction of Estonian environmental technology and education Sustainable economics and education to the teachers of russian speaking schools in Estonia" will be held on the 31st of January. The project will be organized in cooperation with the Centre for Applied Ecology and financed by KIK. The project will terminate in the autumn and, until then, it is open to all teachers from russian speaking gymnasiums.

The closing conferences for Dutch-Estonian EE project "Aiatuulik" for Estonian kindergartens showed big interest of kindergartens (institution for 3-7 year old children) towards raising environmental awareness of teachers, children and parents. There were around 300 teachers actively taking part in sessions and discussions. There is full readiness for further participation in international EE or ESD projects.

We are pleased to announce that the successful project Tuulik (2001-2004) will be followed by a short-term sequel called "Tuuliku Kaja" (The Echo). A questionnaire will be sent to the schools that participated in the project to understand the long-term impact of sharing knowledge about environmental education and sustainable development. One of the main interests involved is to discover if the field remains a priority in the school after the project has ended.
On April the 25th a conference will be held in the hotel Athena in Viimsi to discuss the results of the questionnaire and to assess possible plans of cooperation and development. On the 26th of April we will hold a conference in the hotel Dzingel to discuss environmental education. We welcome the participation of all the schools we have cooperated with and also new applications from head of schools and teachers alike. Registration is now open, to participate an email should be sent to info@hared.ee with one's name and school included.

In cooperation with Tallinn Education Department and Hared NPO a Centre for Environmental Education will be opened on the 24th of January in Lehola Kindergarten (Mustamäe tee 187, Tallinn).
It will provide teachers with different materials about environmental education and offer consultation. The Centre for Environmental Education starts as part of the Dutch-Estonian education project Aiatuulik and will be sustained by the Tallinn Education Department.
The guests of the opening ceremony will include the mayor of Tallinn Jüri Ratas, vice mayor Kaia Jäppinen and the head of Tallinn Education Department Andres Pajula.
The centre will be opened to direct more attention in the course of educating the children of Tallinn to nature surrounding us and the need to preserve it. In the centre kindergarten teachers can consult with specialists, loan educational material and use books and internet-based materials. Also an environmental club for teachers will commence in the centre, arranging tuition and information days.You can visit the homepage of the center at: www.leholalasteaed.ee. Free environmental information and methodical materials are provided inside.The principles behind the operation of the centre were devised in the course of the Dutch-Estonian education project Aiatuulik; The Tallinn Educational Department redecorated the rooms and guarantees sustainability after the end of the project.

We are glad to announce a pleasant surprise inspired by the receival of an award from the Estonian Environmental Ministry.
Hared was successful in competing with 36 different nominee's on this annual event while the prize funds were allocated in the specialized category of environmental education with 4 contestants rewarded.
The award was granted for running the Dutch-Estonian education project for the pre-school institutions of Tallinn: Aiatuulik. The age group affected lies between the 3rd and 7th year olds.
The duration of the project is from 2004-2006 by which time the aims are to fully develop curricular material on environmental issues for pre-school institutions. Furthermore efforts are directed at achieving sustainable management of the learning environment.
We would also like to express our gratitude to the Social Transition Programme Central and Eastern Europe (Matra) of the Dutch Ministry of Foreign Affairs and our Dutch partner: the Foundation for Permanent Education.

Ministry for Education and HARED NPO started a pilot phase for a project on school evaluation, which will take part from October till December 2005. There are 5 kindergartens, 5 basic schools, 5 secondary schools and 5 vocational schools involved. The proposal for 3-year project on the same issue will be given to EU Structural Funds.

The festival for the project "Environmental Theatre at the Shores of the Gulf of Finland" will take place on September 15-16 at the hotel Dzingel, Tallinn. Over 150 pupils and teachers from fourteen Finnish and Estonian schools will take part of the event. On September 15 pupils produce short films on environmental topics under the guidance of Cinema Bus. On September 16 participants will watch and analyse films produced before. Later the same day Finnish pupils and their teachers will go to their Estonian friendship-schools (Saue Gümnaasium, Viimsi Keskkool, Viljandi Valuoja Põhikool, Kuressaare Põhikool, Kehra Keskkool). Each Estonian school prepared their program for meeting guests introducing environment at their place. The project supported by Interreg IIIA program started in 2004 and lasts till the end of the next school year. In the course of the project pupils produce short environmental films that are recorded and will be sent to all Estonian and many Finnish schools.

As a complimentary part of the project Aiatuulik an environmental education conference was held for the management & teachers of kindergartens on the 18th of March in Tallinn & a second will follow in Tartu on the 21st of March. Members of the steering group share attained experience regarding their work on the curriculum & development plans. Participants will receive publications, compiled as a part of the project, such as didactic instructions by teachers called"Aiatuuliku askeldused" and pictures of 15 trees that can be found in Estonia that were completed in cooperation with RMK Sagadi School of Nature. The participants are welcomed by Mr. Brugt Warnar from Holland, Mrs. Mai Zernask from the Ministry of Environment and Mr. Ants Serk from Kivilinna Secondary School. The honorary guest speaker is Mr. Georg Aher, vice Mayor of Tartu, who is going to propose the question: "To what extent do humans differ from other animals?". The conferences will be attended by around 280 people.

The opening conference for the Environmental Education project "Aiatuulik" was held in Sagadi Manor 20-21 October. Estonian and Dutch teachers discussed on active teaching methods and similarities and differences of the educational systems of the countries.

HARED has been awarded a two year contract to manage the Finnish- Estonian ESD project Environmental Theatre on the Shores of the Baltic Sea under the EU Interreg III program. Five Estonian schools will participate and cooperate with nine Finnish schools to produce educational videos on environmental issues for schools.
